JustFOOD: An Action Plan for the Halifax Region

The Municipality is committed to promoting community food security & strengthening our local food system. In December 2019, HRM affirmed its partnership with the Halifax Food Policy Alliance and committed to co-lead the development of JustFOOD: Action Plan for the Halifax Region.

The JustFOOD team worked with residents and stakeholders to develop “grown in Halifax” solutions. As the first food strategy in our Region, it is a comprehensive plan to guide actions to improve food security and strengthen our local food system, with clear roles for all and the resources needed for positive change. The Action Plan is centered on food justice and building on the Halifax Food Charter a call to action for us to work together towards "a Halifax Region where no one is hungry, where people and food are celebrated, where the local economy is strong, and the environment is protected for generations to come".


In March of 2023, Regional Council unanimously approved Part A of the Action Plan, which outlines the background and context for why a food strategy is needed, reports on what we did and heard through comprehensive, community led engagements, and establishes 56 recommendations for positive change across the food system.

Part A establishes the foundations and priorities for municipal and collaborative actions to deliver JustFOOD and will function as a guiding and living document until the Year 5 review (2028/29) Click on the links to the right for the Part A executive summary, full plan, and presentation to Regional Council, or click here for the Staff Report.

Approval of Part A also included the identification of priority recommendations for delivery in Year 1 of the Plan, 2024/25, aka Part B. In 2023/24 the JustFOOD team worked with the Municipal, African Nova Scotian & Black, Indigenous, and community working groups to develop the implementation strategies to advance these priority recommendations which establish roles of key leads and partners; outcomes and performance measures; and resourcing and budget requirements.


In February 2024, Regional Council approved Part B of the Action Plan and annual funding. At this time, the implementation of Part B is not fully funded. Additional funding for the program will be debated by Council in April 2024, as part of the finalization of the 2024/25 municipal budget. If the program is not fully funded, modifications will be made to some of the strategies to delay implementation and reduce costs.
