Active Transportation connector from Highway 101 to Sackville Transit terminal

The Halifax Regional Municipality is planning an Active Transportation facility crossing Highway 101, near exit 2, from Sackville Manor to Sackville Transit Terminal. The planning and engagement phase of this project will help ensure that these upgrades improve road safety and accessibility for all road users and meet the needs of the community.

Details can be found in the May 2019 staff report. Feedback from our engagement process will determine whether we proceed with the proposed route or explore alternative options.

The goal of this project is to select an Active Transportation facility that provides a safe and accessible connection from Sackville Manor Mobile Home Park crossing Highway 101 to the Sackville Transit Terminal.

The objectives of this project are:

  • To conduct functional planning in 2022-2023 to establish the feasibility of a formal pedestrian crossing from Sackville Manor across Highway 101 in response to the May 4, 2021 Regional Council Motion, based on considerations presented in the staff report
  • Provide better Active Transportation facility connections for residents of the Sackville Manor Mobile Home Park to Sackville Transit Terminal
  • Identify the preferred location and type of an Active Transportation connection
  • To develop a selected option and 30% design of the Active Transportation facility connection

Public engagement

A round of public engagement was conducted during fall 2022 and preferred Active Transportation routes were identified. The results of the survey and public engagement can be found in the "What We Heard Report" located in a pdf on the side panel.

Fall 2022 public engagement included:

  • Pop-up events and printed surveys distributed at the Sackville Transit Terminal on the pathway from Sackville Manor Mobile Home Park
  • Interviews with stakeholders and long term residents of Sackville
  • Online surveys and social media promotion
  • A public open house

Pop-up sessions

Pop-up engagement sessions took place at the fire entrance for Sackville Manor Mobile Home Park at the end of Parklane Drive:

  • Wednesday, Nov. 16, from 4 to 6 p.m.
  • Thursday, Nov. 17, from 11 a.m. to 1 p.m.

Open house session

An open house session took place at the Acadia Hall at 650 Sackville Drive, Lower Sackville on Dec. 8 from 6 to 8 p.m.

The online survey is now closed for comment. Results of the survey can be found in the" What We Heard Report", found on the side panel of this webpage. For assistance, please contact Maria Jacobs at jacobsm@halifax.ca or 902.225.9443.

Proposed route options can be found in the menu to the right of this page. A "what we heard" document summarizes the feedback gathered and can be found on the side panel of this webpage. The current proposed route options will be developed further to address the community concerns and feedback we receive.

    What’s happening?

    The Halifax Regional Municipality is planning a new active transportation connection crossing Highway 101 near Sackville Manor. Currently, we're comparing three different design options for the crossing. The purpose of this engagement is to choose one of the three options, and create a functional design (30% level of detail) for a convenient and safe active transportation connection between Sackville Manor and Sackville Transit Terminal. Your feedback will help shape the preferred design. 

    The Halifax Regional Municipality and their consultant team will be hosting public engagement sessions regarding the Highway 101 Crossing:

    1: A Pop-up engagement booth at the fire entrance for Sackville Manor Mobile Home Park at the end of Parklane Drive.

    Project context

    To avoid a four-kilometre trek to cross Highway 101, many residents and visitors of Sackville Manor are forced to cross Highway 101 by the Exit 2 interchange. The dangerous shortcut exposes pedestrians to vehicles travelling at high speeds and extreme safety risks. Unfortunately, there have been two pedestrian fatalities along this route since 2011. As a result, the Halifax Regional Municipality is exploring design options for implementing a new active transportation crossing.

    Project goals

    • Create a safe, convenient, and accessible active transportation crossing to and from Sackville Manor, over Highway 101

    • Gather public input to inform a functional design of the crossing

    This survey will help us understand residents’ experience in crossing the highway, which will help us to design and implement an appropriate crossing for the community.
