Imagine Spring Garden Road Functional Plan

Spring Garden Road - South Park Street to Barrington Street

Please find three options below for the section of Spring Garden Road between South Park Street and Barrington Street. Option 1: TRANSIT PRIORITIZED VEHICLE THOROUGHFARE - South Park to Barrington Description: Maintains similar function to the existing street, but modestly increases space and amenities for pedestrians. • Slightly improves transit priority along the street, though transit and private vehicles would still be impacted by each other. • The sidewalks are slightly widened and curb extensions increase pedestrian safety through shorter crosswalks. • Bus stop bump-outs move transit passenger waiting areas out of the way of pedestrian foot traffic, while reducing the need for buses to pull in and out of traffic. • Dedicated on-street loading provides local businesses space for deliveries, however loading would not be permitted during the day (as is currently the case now). • No left turns onto Queen (northbound) from Spring Garden Road could make it easier for buses. Option 2: TURN RESTRICTED TRANSIT PRIORITY - South Park to Barrington Description: Increases space and amenities for pedestrians, while minimizing traffic along the street, and improving transit reliability, through restricted left turns • The sidewalks are slightly widened and curb extensions are used to increase pedestrian safety through shorter crosswalks. This option provides more sidewalk space than option 1, but less sidewalk widening than option 3. • Bus stop bumpouts move transit passenger waiting areas out of the way of pedestrian foot traffic, while reducing the need for buses to pull in and out of traffic. • Contains many of the dedicated loading zones allowing businesses to benefit from on-street delivery, with other loading zones being transferred to side streets. Loading would not be permitted during the day as is currently the case now. • Includes the addition of turning restrictions on private vehicles. No left turns would be permitted in this section. Private vehicles could still access a portion of the street facilitating pick ups and drop offs. • At Dresden Row all cars would be required to turn right off the street, removing thoroughfare traffic on Spring Garden Road. • This option would result in increased signage and other wayfinding measures to ensure the proper flow of traffic after the redesign. Option 3: DAYTIME TRANSIT CORRIDOR - South Park to Barrington Description: Maximizes space and amenities for pedestrians and restricts private vehicle use of the street between 7am -7pm allowing only transit and cyclists. • This option has the largest increase of sidewalk space, bringing sidewalks to a consistent width along Spring Garden Road. • Option 3 provides the greatest opportunity for pedestrian and place enhancements along the street. • The significant amount of increased sidewalk width has the potential for seating, public art, patios and sheltered bus stops. • In this option private traffic and loading would not be permitted between Queen Street and South Park Street during the daytime. • We are currently considering daytime restrictions to possibly be between 7am and 7pm. After 7pm all traffic would be permitted on the street. • This option also offers the most increase to transit reliability, as transit will no longer be impeded by vehicular traffic. • Loading would be accommodated on side streets during the day and in the evenings on both side streets and on Spring Garden Road.
